Has there ever been a year in which Asia did not receive a monsoon?
Not likely, especially in the tropical belt of Asia. There is always the monsoon as sure as the earth turns. So only time you do not get the monsoon is when the earth stops spinning.
Has there ever been a year in which Asia did not receive a monsoon?
A monsoon is a change in wind direction with the change of seasons.

Asia ia affected by the south-west monsoon from around May to October and by the north-west monsoon from November - April.

It would seem unlikely that the winds would never change direction. Mind you with global warming who knows!
